This guide reviews Philadelphia Home Rule Charter, the Philadelphia Code of Ordinances, and the Philadelphia Consolidated Regulations. The guide also provides guidance on how to access each of these resources.

Overview

The Home Rule Charter not only empowers the Council to pass binding legislation, it also authorizes Philadelphia departments, boards, and commissions to adopt regulations. The process for adopting regulations is set forth in Chapter 8-407 of the HRC. The publication Philadelphia Consolidated Regulations included all of these regulations. However, the publisher discontinued this publication in January 2014. Philadelphia's Department of Records maintains a web site listing the regulations promulgated by the city since 2014.

The Philadelphia Consolidated Regulations was published in a four volume print set. It includes an index. There is currently not an electronic version of the Philadelphia Consolidated Regulations.
