The Supreme Court of Pennsylvania has the authority to regulate the profession of law under the Pennsylvania Constitution. The Disciplinary Board of the Supreme Court of Pennsylvania was created by the Supreme Court to regulate attorney conduct. It issues disciplinary decisions that are subject to review by the Supreme Court.
Voluntary bar associations, such as the American Bar Association, Pennsylvania Bar Association, and Philadelphia Bar Association, issue advisory opinions that offer guidance to attorneys in interpreting ethical rules. These opinions are non-binding, but can be persuasive and can address novel situations that have not been ruled on yet by courts or disciplinary authorities.
